Pruning Laburnum

I have a Laburnum that for years has fought to get light and has become long and spindly, perhaps 35ft high. Now I have given it light and need to prune it down to an acceptable height. Will it start to sprout new growth-and when should I prune?

Laburnums respond well to regular pruning (and training, as in Laburnum
arches).
Pruning should be carried out from late summer, but before midwinter, to
avoid 'bleeding' which is when sap flows so freely it harms the tree.
Either do it as soon aas you can, or put it off till next year.
