Brown leaf edges and curling on Elaeagnus pungens

We have a 1.5m high Elaeagnus pungens that over last fall and this
winter has developed serious leaf problems - most of them are curling
and dead brown around the edges. Any ideas what this might be and how
to save this shrub would be appreciated.
