Leaf curl on plum tree

I planted a new maiden Victoria plum tree last December and now the leaves
are curling up and looking pretty sick. I can't see any evidence of bugs
causing this, so: -
1. what could it be?

2. What should I do about it?

I'm sure someone out there will know,
