Cormack, now seldom seen on this ng but an invaluable source of

recommended Terram as being by far the best quality for lining gravel
paths and suppressing weeds. See:

Don't know if the latter is cheapest though.

My cheapest source is old carpets from skips but this rots down quickly.

I use cardboard, plant through it next year after weeds killed off.

What sort of weeds are you intending to suppress?

Any of the black woven fabrics that will not tear easily with 4" of
mulch on top will discourage all but the most persistent of thistles.

A few plants and weeds can punch through anything up to and including
tarmac but they are quite rare.
