Default Leylandii Dead Patches

My Dad has some 7-8 ft leylandii that were cut back a couple of years ago and have never grown back properly. A local "tree person has said he can cut them back again and spray them with something that will make them grow back. Is this possible? Or just a con to get some money out of the old boy.
