Default Kill off all plants for good

I have a border around my lawn, where I had removed all grass in the summer
in anticipation of levelling and planting new grass. Now I wish not to do
this for some time. Will prbably even slab this area. It is a border of
about 2 metres all round running length about 40 metres.

I would like the chepest method /chemical that I can use and kill off all
weeds/ plants in this area for good (if that is ever possible). Any Ideas.

Also a tree stump in this area - How may this be killed off.
