can't help on the specific. Googling will throw up a lot of results but as
to which one is best would, I guess, depend on what you're looking for.

I'd be interested in a plant encyclopedia that has the following:
Common names
Latin name(s)
Soil type the plant prefers
Hardiness
Annual, perennial, biennial etc.
Photo
Height and spread
Flowering season if any
Evergreen or decidious
Possible sources to obtain plant
Plus brief notes/comments

There's probably one or two I've missed but I think that near enough covers
it.

I want cultivation and vegetative propagation info for those plants that are
not in "Readers Digest", "RHS Encyclopaedia of plants" and
"http://www.botany.com/".
