Default Lawnflite drive

I have a Lawnflite 991SPB self propelled mower. It has a rear roller which
drives it forward. This roller is split into two unequal parts. It appears
that only the smaller part actually drives, which means that on occasions
when all the weight is taken by the idling part the drive stops.

Is this how it should be or should both parts drive?
