Sorry to be discouraging but I've just been reading 'Willows, the Genus
Salix' by Christopher Newsholme. He reckons that willows which root in
water very rarely transfer successfully. If they survive the trauma of
adapting to a new medium at all, they seldom thrive.
Others in the group might, of course, have different experience.

If you can, though, it's might be more reliable to start now with fresh
cuttings in a sandy mixture in a pot. They root and grow very quickly.

Now is a good time to plant cuttings directly into the ground. They should
root very easily.
