Salix Hakuru nishiki

We moved to a new house about 18months ago ( new build therefore new
garden from scratch) and last summer planted a Salix Hakuru Nishiki

It was just fine last summer and seemed to overwinter well and duly
produced planty new shoots in the spring. However it is now looking a
little sad with these shoots looking dead and burnt. Could this have
been the result of a late severish frost which I understand occurred
when we were away in late May?

It seems to be producing some new buds further back along the
branches, can we assume it will be OK and has not succumbed to some
dread disease?

Elizabeth in Renfrewshire, Scotland.
