Default Victoria plum tree issues

Hi,
We recently bought a house with a victoria plum tree in the back garden. Its roots are quite close to the surface of our lawn, some rather thick roots are on the surfact. Our Issue with the thing is that shoots are comming off the roots. How do we deal with this. Presently every other day I chop them off with secatures but is there any other way of dealing with this, as I want to lay a new lawn and don't want it messed up by this thing.

Secondly, it grows under next doors patio what would be the best way to remove it with out digging it up... would sawing it off at the base and then using stump killer be the best bet?
