Are black plastic bin liners toxic?.

I want to wrap half bricks, to act as ballest for pond lights

No.

I assume bin liners means black plastic bags.

Some are biodegradeable. That could influence your wrappings over
time.

You mean garbage bags? If so, no, they are not toxic. I've had people buy
fish and haul them home in those. ~ jan
