Assuming it is deciduous, the best time is when it has lost its leaves
and is dormant - probably late January or early February. But if it has
been in its pot for years, you can move it now. Just remember to water
it well, especially if we have a dry spell, both before and after moving.

What's a dry spell?
If it was in this area I would be more worried about it getting
waterlogged after planting.
I wouldn't worry about watering till the spring and then only if it's
dry for a time.
But do remember to either break up the root ball to let the roots roam
or slice them to encourage them to grow out with fresh roots.
