That's because the sky is so blue and the living so clean in Nebraska that
nothing could possibly go wrong ;-)) I like the idea of state's rights,

Building codes are primarily a state and local issue. Nebraska adopts the
U.S. Electrical Code every three years when a new one comes out. The code
is written by people in the electrical industry. Each municipality is free
to add to the code. Lincoln and Omaha have rules that differ slightly from
the state code and from each other.
I think Florida is still using the 1993 electrical code. Chicago has
different rules than the rest of Illinois.
I've been told the OSHA (federal) inspectors in Nebraska stick to Lincoln
and Omaha unless someone is killed or seriously injured. They stick to where
the big companies and big money are. Besides, they might get lost. We
actually have unpaved roads without street lights.
The electrical inspections for rural Nebraska areas are limited to the
service entrance of a house or upon the owner's request. State law applies
but there is no active enforcement. The state will investigate if someone
is electrocuted.
Farmers are exempt from a lot of rules. Part of this is because there
isn't much hired help. A lot of the laws apply to companies larger than say
25 or 50 workers. Part of this is because agriculture is just exempted from
rules that apply to other forms of business. Farmers have lobbyists and
clout beyond their numbers.
