Someone going to the trouble of making such a fancy contraption would clearly do both of those things.

Some one who lives under a nice bridge, in the dry, might not know
that container plants require regular watering.

Depends how big the container is. And an automatic waterer could be set up if you've bothered to create such a complicate hinge in the first place.
