From your comment, and the possible orange tinge under the wing, I

Probably not as aggressive as painted, but still best not meddled
with.

I've never seen hornets in Leics but when I was In Germany they were looking
at my friends's beehives all the time as they eat bees. They actually get
up into your face and look at you.
We saw a nest of hornets inside a metal gate post when we were out with the
dogs in Germany and decided not to disturb them by going near them.
