Knowing the bees have been in residence I do feel that I need to
warn the appointed plastic men.

Bees do not go 'dormant' at this time of year, if there is no activity then the
colony is dead. This can be due to many reasons but the main suspects
would be varroa mite or colony collapse disorder. Your main problem
might not be the bees but any honey that they have left behind.
