Depends where in the country you are. Our grass tends to stop growing in the
summer and grow spring and autumn. So as long as it is growing you can do
both.

We had a total garden makeover this year, like on the TV, and in order to
get a lawn for the summer I laid turf. Ground preparation for turf and seed
is the same, turf is harder work to lay but it's instant green lawn even if
you can't use it as such, seed takes much longer to get a lawn but will
probably end up flatter and stronger. I say flatter as some of our turfs
were not cut with a steady thickness despite ordering better quality.
Another reason I used turf is that we have a cat and nice flat earth might
have been too much temptation, we also have lots of birds and feral pigeons
locally so seed would probably disappear. Of course having a small garden
turf was not that costly.
