Default ID wanted on 'fretworked' shrub


In a botanical garden in Argentina there is a shrub with leaves of a
striking appearance. It looks as if a bug has been eating large chunks
out of the edges but, as the photo shows, this is how the leaves grow.

Can anybody identify this shrub?

It looks a lot like Broussonetia papyrifera, in Moraceae. Likely very juvenile
foliage.
