Even if you moved to a planet where the years were only six month long,
apple trees would still only bloom once a year.
A prolonged flowering season in a mild climate is just that and not a second
crop of flowers.

Mine has flowers and fruit most of the time. I'm in southern
California, the tree is a "Dorset Golden."
It's the nature of this type tree in this environment.
