Default Too late to sow chillis?

Actually, for MOST vegetables, we have a cool and short season :-(
It is only the most adapted the low light levels of spring and
autumn, and not even they do much growing in winter.

No, it is not too late for chillis, though it is pushing it, but
I wouldn't bother with sweet peppers. There are addresses in the
FAQ for specialist chilli seed merchants.
