Correct. the proposed law aims to protect the domestic home owner for the
hedges of neighbours be they private or business premises.

Shouldn't the law apply to all complainants?



the (proposed) law is specifically designed to deal with cases of
homeowners whose lives are blighted by oppressively high hedges.

(1) This Act applies to a complaint which—

(a) is made for the purposes of this Act by an owner or occupier of a
domestic property; and
(b) alleges that his reasonable enjoyment of that property is being
adversely affected by the height of a high hedge situated on land
owned or occupied by another person.
