Default scotch broom--to plant or not to plant?

Brooms are any of several similar or related shrubs, especially in the
genera Genista and Spartium.

The Scotch broom is the broom native to Scotland and spreads freely.
The cultivated brooms are selected for their desirable properties and
are not a problem. Even the highway departments are using the broom
cultivars along major highways in Oregon and Washington.

Even Scotch broom is not a problem in the eastern USA. However in the
west it fills in most vacant properties. It especially seems to like
areas that were excavated and are very dry and where nothing else will
grow.
