Did you use the same water that was in your old pond?
Do you have supplemental aeration??
Sounds like your fish are crying for oxygen. Hook up an
air pump, with air stones attached. See if that doesn't help.

The old pond is similar in size,depth and shape to the old pond if this
matters. Just looks kind of weird
