Log all the infested trees out immediately, and thin the rest to provide
adequate moisture. Be sure to burn or chip any slash over 4" in
diameter. Pray for rain, but if a tree is showing brown foliage, it is
already dead. It just doesn't know it yet. Get it out of there.

You can substantially increase the amount of water available to the tree
by killing out competing vegetation, particularly grass.

The responsibility to manage your land belongs with you and your
neighbors, not the state.
