Our council says it's the adhesive - perhaps there are different types.

It seems odd if envelope adhesives can be used which people lick to stick,
but you're not supposed to put them in compost.

But most envelopes which come through the door are junk mail and have self
adhesive gums.

Apart from that I'd agree with you 100% - but we're dealing with politicans
here ...
