There's a question nobody has been asking:
Below the water line, or high and dry?
If below, then yes, algae will soon cover it, whether you want it or no.
If above, then THAT is where you want moss. Moss may be hard to grow on a
fibreglass surface. If it's rough and almost porous, like the un-glazed
back of the shell, then painting it with a blender mix of yogurt and
lichen should grow that. Moss, you can pick off rocks, but I don't know
how you get it to adhere and spread...
