This is substrate algae (grows on a surface).
When you put in fish, just brush it off and the fish should eat it. (Don't feed
them at this time.)
After they eat that feed them very sparingly.
Let the substrate algae grow elsewhere in the pond, healthy for the pond and
the fish.

There is *always* going to be some kind of algae going on. Keep the larger
plants coming and that will help.
