Thanks to all of you. I told the tree owner what ya'll said. He's going to give
it a try. He called Division of Forestry to ask them, and just kept getting an
answering machine. ( Our tax dollars at work...)

If blasting the tree with the hose doesn't work, I'll run down there with the
Hudson Sprayer and Safer's soap and see if we can get the bugs down to a low
roar. The tree is starting to look a little puny -- it's sure got a huge
bug load
on it. (!)

Sounds like spruce aphids, aka wooley adelgids. Try just spraying the tree
first with a strong jet of water - that should remove the majority of the
insects. Insecticidal soap and/or ultrafine horticultural oil should work
well also.

We've lost most of our mature spruce forest here to Japanese Spruce
Bark beetles in the last 10 years, so we're really trying to take care
of the few trees that survived the plague.
