I have a dwarf Cherry Stella fruit tree in my backyard.
There are dozens of these pests all over it.
Can anyone please identify and tell me what kind of bug this is?

Looks like a wasp drone (male wasp). If by chance you
discover that it has a stinger, scratch that I.D. .
Could also be one of many parasitic wasps. Hard to say
for sure. Most universities, even Jr colleges that have
entomology studies will be glad to I.D. it for you.
