Default Tree-Cutting Crisis with my neighbor

Not true. You cannot do damage to a tree (in NY - I'm on Long Island)

that
runs over the property line. You can trim branches but you cannot do so

to
the detriment of the tree. Taking out the root would damage the tree and
they would be liable.

Be careful, though. I'll take a wild guess and say 90% of adults don't know
how to trim branches properly, and will do damage to the tree. Even a
well-meaning neighbor may cause problems. It's always best to ask the
neighbor to consult with you before doing any trimming. Lie to them and say
you may want to pay for a professional to do the work. This is enough of a
carrot to ensure most people will talk before they chop. Even if it's YOU
that ends up doing the work, you've won because you can control what
happens.
