The only thing a dictator cares about is control. An unchecked epidemic
is loss of control. He'll try to stop it. But to do so, he'll have to close his
borders, because we'll be carrying on, business as usual. That will be
devastating to his economy, further weakening the regime. And those
regimes are really tenuous to begin with. The security forces are bought.
The dictator is paranoid as hell, suspecting everyone of conspiracy against
him. With a weakening economy, the people will be fleeing to neighboring
countries, and the democratic forces will be gearing up for a fight. The
non-democratic regimes will crumble into dust!
