Default white jumping bug eats flowers

Does anyone know what this is and how to get rid of them? We have tried a
red pepper spray:

the leaves seemed to be eaten off the flowers of the vincas again this am.
the bugs that do the eating are very white and sit on the branches. they are
small like the
size of the end of a pencil. they look like inch worms in a way, kind of
curled up. they jump if you go after them. mature they turn into light green
winged bugs, a little bigger than the white "fetuses"
