It's an alga, Dicotomosiphon tuberosus.

What's that plant under the lower suwannee?

There are a number of plants there, Ludwigia repens, Utricularia
stellaris, Proserpinaca palustris, I found many species there.

But the big plant is Sagittaria lancifolia, it's huge. Don't even
consider it. 5 feet tall etc, leaves some 12+inches across. Nice
flowers though, some as big as orchid flowers and as pretty.
