Default When to re-pot a Zygopetalum?

I've got a "Zygopetalum skippy ku" according to the label, which I'm having
difficulty watering because of all the old roots built up on the surface,
looking closely there are plenty of new roots and growth on the plant but to
water it you have to either pour loads of water on so it penetrates the
older roots (not just runs off them into the trough below) or plunge it in
to a pot of water leave it to soak then put it back with the other plants in
the room (which is messy and takes ages). When is the best time of the year
to re-pot and I take it you cut all the old dead roots off just as you would
with a cym? It's by an East facing window in the South of the UK and in a 4"
pot (which it's almost climbing out of).
