Yes, frogs can drown. Usually in swimming pools with no plants or rockery
to
climb out on.
Maybe a little frog ramp would help in that area.

The frogs tend to stay in a few areas; they have favorites. The dead frogs
have been in two areas that I don't usually see them, so the drowning may
make sense.
