Default tree roots

Hiya.
I have several trees (oak. elm, maple), that are barely too big
to wrap your arms around, that have the tops of the roots
exposed. The part you can see is where the trunks starts
dividing. There are several large crevices exposed, too. A tree
guy that was here to give me some estimates said I should build a
wall around the tree and build up the soil to cover all of this.
I've always heard not to cover the base of the tree because it
will smother it and cause it to die.
So, peanut gallery, what should I do and when should I do it?
