Default when best to fertilize?

I have a stranger problem concerning fertilizer. I'm a keen gardener and was
given a large sack of farm fertilizer by someone who was clearing out his
shed. Usually fertilizer is NPK in varying proportions; this bag was marked
"PK Fertilizer"; unfortunately everything I put it on dies. "PK" to me
suggests Phophorus and Potassium with no Nitrogen, and suitable for use in
the flowering/fruiting season to persuade vegetables to ripen.

Is there some other category perhaps? It's a pinkish crystalline grit which
looks just like National Growmore.

I remember some farm report saying that unused fertilizer in the ground,
if not used one season will carryover into the next season, but was that
with all three of those fertilizer components?
