It's database seems to be empty what am I doing wrong?

I found three ways to access the DB :

1) Click on England, Scotland or Wales just under the picture if
Britain (right hand side of screen)

2) Click on Map Search (right side)
Click on the part of the country and so on.........

3) Click on a County (left side of screen)
Then fill in the extended search and the county
