Before you get into legal chat, why don't you approach someone in the
cemetery office/lodge, usually somewhere near the main gates?
You may find that a friendly request gets the results you want. Have a chat
with other affected neighbours first ( you may not be the only sufferer) as
this may strengthen your position.
I don't know the legal boundary height in this situation, but it is probably
worth talking to the Council responsible for the cemetery. They would have
to know this law. They - or their contracted tree surgeon - will probably
have to deal with the proposed lopping. I very much doubt that the cemetery
groundsman would take on such a big job.
