Indeed. My point was that the risk is very unlikely. (The paving is in

the
back garden, well out of everyone's way but mine)

Risk is irrelevent!



Somebody needs to tell the HSE, since they seem to believe that Risk is the
probability the a hazard would be realised, and is thus one of the most
important considerations when judging a hazard.
