FWIW, "English" perennial garden species seem to do best in the Pacific NW.

I've never grown it myself, but old ones are around. I'd guess they aren't
fast growing.

Some Calocedrus decurrens I've seen look to have eventually become open
branched, though that form may be race/strain related? I've also seen some
that were maybe 50'+? tall, and narrower than tall, with a solid "shell" of
foliage on outside. But not all as narrow proportion as ital cypress.
