Did you try turning the flow rate adjustment knob until you got a steady
flame? It's not just an open-close valve. This was probably 15 years
ago,

The torch was being used with the cylinder at an angle so the torch flame
could hit the tile, not upside down. Those type torches just don't work with
the bottom of the cylinder up and the torch end down. If you don't own one,
most likely your neighbor does, so try it yourself.
