I have a disabled client for whom I am designing an easy access garden. I

'Ground Force' did at least 1 garden for a person in a wheelchair.
Raised beds and paths. Considerations would be not only current
abilities but eventual limitiations also. I just measured my
computer-side counter as 3'. I can easily reach about 14" into this
from a seated position. If it were a garden bed, I'd like it at least
6" lower, which might extend my reach to 18" or so.
