Generally it's cause by similar conditions that cause Green water. But
it's tougher to remove from plants. Trimming, bleach treatments, and
improvement of the tank conditions take care of it. You need to be
agressive about it for a week or two, maybe three, but it will go away
if you keep up on things.

Generally, if you do a major disturbance to the tank, over prune, have
a high/too high fish load, this will encourage growth.

It's a red alga, Composopogon.
Nothing eats it.
