While we're on the topic of Frangipanis, What kind of conditions might

one not to flower? I planted a red flowering one last year towards the end

Could be lack of sunlight, needs at least six hours a day. Do not over
fertilise with Nitrogen based fertilisers, when flowering starts & just
prior use poassium based fertiliser
