Default [IBC] Tropicals: Time of year to make first Trunk cut?

What time of year is best to make the first major trunk cut
on a Lime tree, specifically, but tropical trees in general (citrus, ficus,
etc)? Also, what time of year is best for root pruning tropical trees?

IN south Florida they do it all year. Here on the Space Coast I started
today with repotting a Ficus nerifolia (salisifolia) 89. The further north you
are in the US the later you wait. In Maine do it in July.
