I do not know about collecting in U.S. National Forests... but the newest
edition of the NABF newsletter suggests that clubs north of the contiguous
USA seldom miss an opportunity to collect wild trees:

Among my favorite articles was a vivid description written by Alaskan Paul
Marmora, who offers an invitation to collect bonsai and shares some
surprises. Paul writes enthusiastically of shallow-rooted trees easily
collected on one hand, while a collector fends off the wildlife with his
other hand... :-):

Another great collection of articles. It covers information on North
American bonsai in the northern areas which might otherwise be lost.
