In my experience, bamboo actually does very poorly as a bonsai, especially
indoors. I don't bother with it any more. I doubt you have a fertilizer
problem. Check for spider mites. Repot it in a fast-draining soil and put
it
outdoors as soon as possible.

I don't treat my bamboo as bonsai; I treat mine as bamboo in a little pot!
And it gets more and more raggedy as winter progresses, until I get it
outside in spring, when it perks up.
