I seems a bit
early to begin this, at least in my area where the leaves are
just emerging.

Likewise, in Houston, where the buds are just beginning to
push. I thought
this was the best time to air layer ... what do recommend as
the ideal time
to begin?

Wait until all the leaves are out, hardened and photosynthesizing
for all they're worth. Late spring, Early summer.
